Vendor Registration Guide — State-by-State E-Procurement Portal Registration

Short answer: there is no single pan-India vendor registration — you register separately on every e-procurement portal you want to bid on, and a login on one portal does not work on another.

Start with the CPP Portal (eprocure.gov.in) for central government tenders and your own state portal, then add neighbouring states only where they carry work in your trade. Every portal in this guide asks for the same core set: a valid Class 3 Digital Signature Certificate, PAN, GST certificate and a bank account for EMD and security deposits; a Udyam/MSME certificate is optional but is what unlocks fee and EMD exemptions.

Fees differ by platform rather than by your trade — the NIC-hosted portals in the table below show no registration fee, while states on their own software charge an annual or one-time fee. Tender84 indexes 68,737 open tenders across state, central and PSU portals as of 3 November 2026 — GeM is excluded from that total because its listings close intraday and any GeM count is stale within hours — so you can check which portals actually carry work in your trade before paying a registration fee.

Every Indian state and union territory has its own e-procurement portal with separate vendor registration. This guide covers the registration process, documents required, fees, and portal URLs for all 36 states and UTs — 30 of which run a portal Tender84 tracks live.

📊 Quick facts: 36 states & UTs, each with its own e-procurement portal. Each requires separate registration. Most NIC portals are free. Class 3 DSC is mandatory everywhere. Register before you need to bid — verification takes 2-5 working days.

📊 Key Facts: Tender84 tracks 42 procurement portals — 30 state/UT portals, plus the CPP Portal, GeM and PSU/departmental portals. 41 of 42 are currently scraping successfully (Manipur is temporarily failing, so its count understates the portal). Most state portals use the NIC e-procurement platform — but each requires separate vendor registration. Registration on one state portal does NOT give you access to another.

Common Documents (Universal Requirements)

These documents are required for vendor registration on ALL Indian e-procurement portals:

CPP Portal Registration (Pan-India)

Before registering on state portals, register on the Central Public Procurement Portal (eprocure.gov.in) first. CPP Portal registration is valid for all central government tenders across India — one registration covers every central ministry and department we index. Read CPP Portal guide →

State-by-State Registration Table

Click any portal name to browse live tenders. Registration fees are approximate — verify with the portal before paying.

Open tenders = tenders in our index whose closing date is still in the future, as of 3 November 2026 — never the all-time total including closed tenders. It is rebuilt by our daily pipeline, so the same figure will differ tomorrow. "—" in the Portal column means we do not run a dedicated scraper for that portal; where we still index tenders for that state from other portals (Andhra Pradesh, Bihar, Chhattisgarh, Gujarat, Karnataka, Telangana), the open-tender count is shown.

Registration Tips

Quick Answers

Is vendor registration on Indian e-procurement portals free?

It depends on the portal, not on your trade. The NIC-hosted portals in our state table carry no registration fee, while states running their own platform charge one — our indicative entries run from ₹500 to ₹3,000, and some are annual. Confirm the current fee on the portal before paying, because departments revise them.

Which documents are required to register as a vendor?

A Class 3 Digital Signature Certificate — individual for a proprietorship, organisation for a company — PAN, GST registration, and a bank account for EMD and security deposits. A Udyam/MSME certificate is optional but strongly recommended, and some portals also ask for past work completion certificates showing one to three years of experience.

Can I bid in more than one state with a single registration?

No. Registration on one state portal does not give you access to another; each state and UT runs its own portal with its own login and its own vendor registration. Contractors who work across states keep one registration per state, plus the CPP Portal for central government tenders.

Does a Udyam/MSME certificate help during vendor registration?

Yes. Most states exempt MSMEs from registration fees and from EMD, but the exemption is not automatic — you upload the Udyam certificate during registration and claim the exemption in the bid itself. Our EMD guide explains how the exemption is applied tender by tender.

Does GeM registration cover state and central government tenders?

No. GeM is a marketplace where buyers order from your product or service catalogue; state and central e-tenders still run on their own portals. A firm selling standard products usually needs GeM registration in addition to the CPP Portal and its home state portal.
